Who can buy on the marketplace? Most people can buy a plan in the marketplace. To buy a plan, you must live in the state where you are applying for coverage, you must be a U.S. citizen or be lawfully present, and you cannot be incarcerated. Not everyone who can buy a plan in the marketplace can qualify for financial help. There are additional requirements to qualify for financial assistance/premium tax credits.
